With reference to the third paragraph of
Sir Richard Hopkins' letter, I am to say that the Board have
given careful consideration to the proposals for the
amendment of Clause 5 (1) of the draft Ordinance, and are
of opinion that the draft would gain by the inclusion of
both the additions proposed in the paragraphin question.
